We have to report infractions being sent to attach blame to prevent the recurrence of such acts, as they would be likely sooner or later to lead to serious complications with the Chinese troops, and I indulge the hope that the representations I have now made will effectually put a stop to such occurrences being complained of.
As regards the status of Chinese pirates & their interference with the junk trade of Hongkong, this will, I trust, be finally settled by the Commission appointed for the consideration of this question under the 3rd Section of the 7th Article of the Convention.
